The owner of the former Daily Times building property at the corner of State, Pleasant and Church streets is seeking a number of variances in order to redevelop the site that was damaged in a massive downtown fire seven years ago.

Attorney Christopher Mulligan filed an application for the variances on behalf of developer and property owner Peter Floros, who has been trying to redevelop the properties since the April 2017 blaze damaged or destroyed several buildings, including the State Street Saloon.

Floros is proposing a major mixed-use development for the prime downtown location, which will feature commercial and retail on the ground floor, and 17 residential units above, according to documents filed with the city.

Mulligan recounted how the State Street Saloon and 14 residential apartments “occupied 266, 270 and 278 State Street, with the bar/restaurant occupying the ground floors of each … with several apartments in the floors above.”

“266 and 270 State were immediately deemed a total loss, and were ordered demolished by the city of Portsmouth,” Mulligan said.
